Springsteen has always been known for his storytelling lyrics and the ability to build
songs around it.  With "Atlantic City", it is all about the characters and situations in
the story.  One of the reasons I like it so much is because it has a very simple style
to it that relies on the lyrics and the melody.
The chord structure is the repetition of four chords, and two out of those four are
the same chord.  In order to use this technique, a) the chords used have to be
really catchy and b) the lyrics have to be compelling.  Otherwise, the same four
chords repeated over and over again would normally cause a loss of interest.  In
this case, the chords are very catchy and hearing them over and over again only
makes the listener want to hear them again.
The chorus is structured in the same way that the verses are, but he changes the
way the lyrics are sung and it sounds different.  "Everything dies baby that's a fact,
but maybe everything that dies someday comes back".  Those lyrics speak to
everyone for several reasons, which is why they make such a strong chorus.  
The major emotional "switch" in the song comes with the bridge and different
chords are used than for the verse and chorus.  Because those chords were
repeated in a similar way throughout the rest of the song, the bridge stands out
and has a much greater impact because the change is highlighted.  "Atlantic City"
is on the album, 'Nebraska', which is an acoustic record, so the songwriting either
makes or breaks the songs in that setting.  Because it's Bruce, the songwriting
was not a problem, and although I think "Atlantic City" works well with a full
arrangement, the lyrics come through much stronger with just an acoustic guitar
backing them.
